Optimalisasi Kinerja pada Tenaga Kerja Pelabuhan dalam Kegiatan Bongkar Muat dengan Metode HIRADC dan JSA (Studi Kasus: PT. Delta Artha Bahari Nusantara Probolinggo)
Abstract
Workplace accidents are potential risks in port loading and unloading activities. This study aims to identify occupational hazards, assess risk levels, and recommend appropriate controls at PT. Delta Artha Bahari Nusantara using Hazard Identification, Risk Assessment, and Determining Control (HIRADC) and Job Safety Analysis (JSA). A descriptive observational approach was applied through field observations, interviews with Loading and Unloading Workers (TKBM) coordinators, and work activity documentation. Risk assessment followed AS/NZS 4360:2004 and classified risks into extreme, high, moderate, and low categories. The results identified dominant hazards related to human factors, equipment, and the work environment. Several activities were categorized as moderate to high risk and required immediate control. Risk reduction measures included elimination, substitution, engineering controls, administrative controls, and personal protective equipment (PPE). HIRADC implementation supports continuous improvement of occupational safety and health (OHS) performance in port operations.
